Notes from the source

Matrix footnote #4 (PENNSYLVANIA): To convert CNG from standard cubic feet (scf) into Gasoline Gallon Equivalents (GGEs), divide CNG (scf) units by 126.67. Dyed diesel fuel or dyed kerosene consumed in PA operations, by qualified motor vehicles authorized by the IRS to use dyed fuel on highway, is not taxable. The Electricity tax rate is per kilowatt hours (kWh).

On an IFTA return, a higher rate doesn't mean you pay more overall. Fuel you buy in a high-rate state earns a bigger credit. What matters is where you burn the fuel versus where you buy it.
