Matrix footnote #36 (DELAWARE): Delaware assesses an annual Alternative Fuel Vehicle (AFV) registration fee under 21 Del. C. § 2151A, in addition to standard registration fees, based on the vehicle’s alternative fuel type and gross vehicle weight to ensure all vehicles contribute to road maintenance regardless of fuel type.

On an IFTA return, a higher rate doesn't mean you pay more overall. Fuel you buy in a high-rate state earns a bigger credit. What matters is where you burn the fuel versus where you buy it.
