Notes from the source

The IFTA matrix lists no Oregon fuel tax rate for any fuel. Oregon taxes trucks over 26,000 lb through its weight-mile tax instead, and vehicles that pay weight-mile tax are exempt from Oregon use fuel licensing; Oregon fuel tax paid at the pump is credited on the weight-mile tax report, not on the IFTA return (ODOT). Oregon miles still count toward fleet MPG.

Change the numbers to match your quarter. Prefilled with 10,000 total miles on 1,550 gallons, 1,200 of those miles in Oregon, and 100 gallons bought there.

On an IFTA return, a higher rate doesn't mean you pay more overall. Fuel you buy in a high-rate state earns a bigger credit. What matters is where you burn the fuel versus where you buy it.
