The IFTA matrix lists no Oregon fuel tax rate for any fuel. Oregon taxes trucks over 26,000 lb through its weight-mile tax instead, and vehicles that pay weight-mile tax are exempt from Oregon use fuel licensing; Oregon fuel tax paid at the pump is credited on the weight-mile tax report, not on the IFTA return (ODOT). Oregon miles still count toward fleet MPG.
