The surcharge is owed on every taxable gallon you burn in Kentucky. You don't get a credit against it for fuel you bought there, so the pump credit only uses the $0.2570 base rate.

| Indiana | $0.5700 | +$0.1890 |

| Tennessee | $0.2700 | −$0.1110 |
| Missouri | $0.2450 | −$0.1360 |
On an IFTA return, a higher rate doesn't mean you pay more overall. Fuel you buy in a high-rate state earns a bigger credit. What matters is where you burn the fuel versus where you buy it.
